We are looking for a motivated Research Analyst, Analyst, or Project Engineer to expand our Municipal + District Finance Team in the areas of Development Impact Fees, District Formation and Administration, Fiscal and Economic Analysis, and Reimbursement Audits. The Municipal + District Finance Team helps communities fund their critical infrastructure needs now and into the future.

Our multidisciplinary team includes finance professionals, economists, planners, and civil engineers who collaborate to bridge technical design and fiscal policy, making this an excellent opportunity for those with engineering, planning, finance, economics, or other related backgrounds interested in municipal finance and infrastructure funding.

Responsibilities & Duties
The role includes, but is not limited to, the following responsibilities and duties:
  • Works directly with Project Directors, Managers, and Engineers on consulting services related to Development Impact Fees, District Formation and Administration, Fiscal and Economic Analysis, and Reimbursement Audits.
  • Performs data entry, analysis, research, technical writing, and other project related tasks assigned by senior staff.
  • Generates and updates project documents and deliverables utilizing MS Office Suite.
  • Performs data entry duties by inputting information quickly and accurately from a variety of sources into a database.
  • Assists with project schedules, updates tracking spreadsheets, and provides support to the team.
  • Performs increasingly complex and specialized research and analyzes financial, accounting, operational, and statistical data to prepare technical reports summarizing results.
  • Develops and maintains financial, economic, and feasibility analyses and assessments, including identifying recommendations and alternative options.
  • Prepares written technical components for proposals, analyses, and assessments.
  • Proofreads documents for grammar, spelling, punctuation, capitalization, sentence structure, redundancy, composition, style, etc.
  • Summarizes analysis and findings for different audiences, writing clearly and with attention to detail.
  • Occasionally interacts with clients, the general public, and developers.
  • Communicates clearly with supervisors, staff, and other colleagues to address both project and team needs.
  • Adheres to project schedules and proactively providing regular updates to team members.
Qualifications & Skills
  • Bachelor’s degree in Finance, Accounting, Business, Engineering, Economics, Urban Planning, Engineering, Public Administration or related degree.
  • A minimum of 1 year of experience working in a professional office setting.
  • Candidates with civil or infrastructure engineering experience are highly encouraged to apply, particularly those with experience in capital improvement planning, infrastructure cost estimating, or public works project development.
  • GIS experience or database experience is a plus.
  • Must be an analytical thinker, excellent writer, communicator, well-organized, and detail-oriented.
  • Advanced proficiency with Microsoft Excel and strong skills across the MS Office Suite.
  • Strong proficiency with written and oral communication skills for diverse audiences.
  • Ability to multi-task and manage multiple projects simultaneously, manage time effectively to meet deadlines, interact with clients, train staff, oversee quality control, and contribute to presentations.
  • Basic proficiency with principles and practices of operational assessments and analysis, principles, methodologies, and practices of research and data collection.
  • Be proactive, solution-oriented, collaborative, and work well with different team members in an efficient manner.
  • Be curious and resourceful – proactively seek a deeper understanding of your work and ways to maximize the value for clients.

  • Some travel within California, Washington, and Nevada may be required.
Work Environment
Harris has offices scattered throughout California including Sacramento, Concord, Irvine, San Diego, Salinas, and Los Angeles. The ideal candidate will thrive in a hybrid work environment, spending at least two days per week in either our Sacramento or Irvine offices, with the balance of time working from a suitable home office.


After an introductory 90-day period of in-office training and collaboration (typically three to four days per week), hybrid flexibility will increase based on demonstrated performance and comfort with independent project work.

Compensation & Benefits
The annual salary range offered for this position is $65-85K. Candidates may be hired at different levels depending on their qualifications, education, and relevant experience.
