We are seeking a motivated Manager to help lead and expand our MDF practice, with a particular emphasis on overseeing and growing our Cost Reimbursement Service line which focuses on reimbursing developers for the construction of facilities funded through CFD’s, EIFD’s and Development Impact Fees. This leader will support a broad range of municipal finance and development services projects, including Cost Reimbursement Review, Rates and Connection Fees, Assessment Districts, District Formation and Administration, Stormwater Fees, Development Services, Cost Estimating, and other Engineering Functions of our Municipal + District Finance Group.

The ideal candidate brings strong project management capabilities, proven leadership experience, and a background in one or more of the following areas: cost reimbursement review, change order reviews, development services, cost estimating, public works engineering, fee and rate development, grant management, or special district financing.

Responsibilities & Duties
The Manager will be responsible for the successful management of projects and for growing and expanding our services which includes, but is not limited to, the following responsibilities and duties:
  • Providing high-level oversight on multiple simultaneous projects to ensure on-time, on-budget delivery and exceptional client service.
  • Managing and supervising staff, including assigning work, setting expectations, providing ongoing feedback, conducting QA/QC, and supporting career development through coaching and mentorship.
  • Independently managing all aspects of projects, including directing work products, interfacing with the client, overseeing junior staff, maintaining project schedules, and monitoring project budgets.
  • Leads client and public meetings, including presentations to government/elected officials.
  • Serves as the primary point of contact for clients, fostering strong relationships, and managing project coordination across disciplines..
  • Leads, trains, and mentors’ junior staff to complete project assignments.
  • Delivers proactive, solution-oriented, and collaborative service to clients and internal teams.
  • Leads business development activities including proposal preparation, scope development, contract negotiations, and participation in interviews.
  • Identifies staffing needs, resource gaps, and opportunities to strengthen the practice area.
  • Supports practice area growth, including refining processes, strengthening QA/QC protocols, and elevating the quality and consistency of services.
  • Communicates clearly with supervisor, staff and other colleagues to address both project and staff issues that may arise.
 Required Qualifications & Skills
  • Bachelor's Degree in Civil Engineering, Engineering Management, or related field.  MBA preferred but not required.
  • Highly preferred to be a Licensed Engineer in California with ability to obtain Nevada license
  • A minimum of 12 years of experience, including 4 years of project management and supervisory experience.
  • Demonstrated expertise in cost reimbursement reviews, construction-related financial analysis, development services, rates, special districts, or similar technical disciplines preferred.
  • Must be an analytical thinker, excellent writer and communicator, well organized and detail oriented.
  • Must be able to use MS Office, including advanced writing (for reports, memos, etc.) and advanced Excel, to prepare and review work products.
  • Ability to manage and lead multiple complex projects, completing projects on time and within budget.
  • Ability to perform QC to ensure accuracy and quality of all deliverables, including work of junior-level staff
  • Must be able to multi-task and manage time to meet time-sensitive deadlines, schedules, budgets, interact with clients, manage staff, oversee quality control, and make presentations to stakeholders.
  • Ability to travel within California and Nevada as needed.
  • Ability to cultivate trusted advisor relationships through quality technical service and effective interactions.
  • Ability to lead pursuits and engage successfully in client management activities.
  • Be proactive, solution-oriented, collaborative, and work well with different team members in an efficient manner.
  • Valid driver's license with satisfactory driving record required

Work Environment
Harris has offices scattered throughout California including Sacramento, Concord, Irvine, San Diego, Salinas, and Los Angeles. The ideal candidate will thrive in a hybrid work environment, spending 1-2 days per week in either our Sacramento or Irvine offices, with the balance of time working from a suitable home office.

Compensation and Benefits
The annual salary range for this position is $150-175K. Candidates may be hired at different levels depending on their qualifications, education, and relevant experience.
