Harris & Associates is seeking an Senior Project Manager to join our Environmental team on Construction Package 1 (CP1) for the California High Speed Rail (HSR) project. Harris is one-half of the Wong-Harris joint venture serving as the Project Construction Manager (PCM) for CP1. This position will heighten environmental compliance and reduce exposure. The person in this role will monitor, apply, and track regulatory compliance with environmental guidelines and governmental policies across a large-scale infrastructure project. The successful candidate will manage and support the activities of team members to apply environmental compliance requirements from conception through resolution. The Senior Project Manager will build cooperative and collaborative relationships with stakeholders, ensuring risks are identified early and managed appropriately.

The annual salary range offered for this position is $140K-200K. Actual pay offered will be dependent on the experience and expertise of the incoming candidate.

Duties and Responsibilities
- Review environmental submittals, perform environmental oversight of Requirements Management reports, and request for information (RFIs).
- Review the Contractor’s Environmental Management Plan.
- Perform oversight monitoring of the Contractor’s compliance with the Authority initiated permit conditions and final permit conditions.
- Perform oversight monitoring of the Contractor’s compliance with requirements of the Final Environmental Documents and applicable permits.
- Review sampling requirements, disposal requirements, and disposal location.
- Review sampling of materials on an as-directed, check-testing basis.
- Perform monitoring of adequacy of protection and segregation of materials stockpiled for use by the Contractor within the Project.
- Review hazardous material plans, review material removed and disposed of for payment purposes.
- Review the collection of pertinent documentation including waste manifest forms from truck drivers during off-haul and disposal of hazardous materials.
- Perform field surveillance and audits to check compliance with the following:
- CEQA/NEPA Documentation
- Environmental Management Plan
- Environmental Permits
- Site Specific Health and Safety Plans
- Hazardous Materials Remediation Plan
- Stormwater Pollution and Prevention Plans
- Demolition Plans
- Contractor’s Sustainability Activities
- Attend monthly permitting review meetings.
- Develop and draft environmental contract changes including Findings of Fact, Record of Negotiations, Change Orders, and Directive Letters as requested and/or necessary.
- Participate in change order negotiations as requested by the Contract Manager.
- Provide input to the PCM’s monthly reports.
- Other duties as assigned.
Qualifications
- Bachelor's degree in environmental science, biology, urban/environmental planning or related field. An advanced degree (Masters) in any of these areas is desirable but not required.
- 12+ years of professional environmental experience with 8+ years relevant project/program management experience
- Evidence of continuing education in federal, state and local environmental regulations.
- Knowledge of CEQA and NEPA statutes, guidelines, case law and related activities and analysis.
- Applied knowledge and demonstrated experience with other federal and state environmental laws and regulatory requirements, such as the Clean Air Act, Clean Water Act, and the Endangered Species Act.
- Applied knowledge and demonstrated experience with developing and coordinating permit applications and/or amendments and construction notifications for United States Army Corps of Engineers 404 permitting, Regional Water Quality Control Board 401 permit, CDFW 2081 and Master Streambed Alteration Agreements, USFWS/NMFS Biological Opinion.
- Excellent verbal, written and interpersonal communication skills with the ability to facilitate timely communication to various project parties.
- Ability to take initiative to resolve conflicts that arise during the project with internal team and subconsultants, clients, and regulatory agencies.
- Develop specific goals and plans to prioritize, organize, and accomplish the work.
- Manage one’s own time and the time of others to meet project deadlines.
- Ability to multi-task and change priorities quickly.
- Experience working with regulatory agencies
- Valid Driver's License with satisfactory driving record required
