We are hiring a Permitting/Regulatory Specialist for the $1.6 billion High Speed Rail project that is constructing the first high-speed rail system in our nation. Harris & Associates and PGH Wong are the joint-venture team working for the California High Speed Rail Authority to deliver the first 29-mile segment of this historic project—which has become a model for success across the United States.
Permitting Specialist or Senior Regulatory Specialist
Job Description
Works under direction of the Environmental Manager and the Deputy Project Biologist:
- The Permitting Specialist is responsible for the oversight and preparation of state and federal permit applications for a large-scale infrastructure project.
- Ability to work interactively with Client staff, environmental and engineering consultants, legal counsel, and State or Federal agencies in the strategy development, preparation, and acquisition of necessary permits and permit amendments.
- Provide Quality Assurance/Quality Control of permit application materials.
- Serve as a point-of-contact for agency staff during permitting.
- Support monthly and annual applicable agency reporting requirements for the following (but not limited to): U.S. Army Corps of Engineers, Regional Water Quality Control Boards, U.S. Fish and Wildlife Service, National Marine Fisheries Service, California Department of Fish and Wildlife, and other natural resources agencies.
- Provide training to both entry and junior level staff.
Preferred Qualifications
- BA/BS + 3 years of relevant experience or demonstrated equivalency of experience and/or education.
- Section 401/402 of the CWA from the State Water Resources Control Board
- Section 404 of the CWA from the United States Army Corps of Engineer
- Section 1602 and Section 2081 of the Fish and Game Code for the California Department of Fish and Wildlife
- Endangered Species Act USFWS/NOAA-NMFS Biological Opinion
- Must be able to function well in a fast-paced, changing environment under demanding deadlines.
- Proficiency with Microsoft Office Suite Applications (Word, Excel, PowerPoint, Project).
- Ability to direct collection, analysis and interpretation of data and then develop recommendations and solutions to highly complex problems or those involving risk.
- Self-starter willing to tackle a variety of tasks simultaneously.
- Be proficient in ArcGIS program and have experience developing GIS resource/permit maps.
- Design Build project experience a plus.
Senior Regulatory Specialist
All of the above experience, including:
- 10 years of experience preferred.
- Management of an environmental team.
- Environmental project management experience.
- Mitigation compliance experience.
- Field biology/survey experience a plus.
The salary range for this position is $54,000-$84,000. This will be dependent on the experience and expertise of the incoming candidate
