Harris is looking for a Project Oversight Biologist to join our team on Construction Package 1 (CP1) for the California High Speed Rail (HSR) project. Harris is one-half of the Wong-Harris joint venture serving as the Project Construction Manager (PCM) for CP1. 

Duties & Responsibilities

Under the direction of the Environmental Manager and the Deputy Project Biologist:
  • Maintain proactive coordination with interdisciplinary project team, external agencies as appropriate to the deliverable/task and the client
  • Conduct construction compliance monitoring.
  • Provide species expertise and can guide and train junior/mid-level staff and educate construction personnel
  • Complete vegetation community mapping, invasive species identification and mapping.
  • Conduct general and focused biological surveys as well as sensitive species surveys.
  • Assist with data collection, entry, and management.
  • Provide technical and interdisciplinary team oversight including management of subcontractors, quality control of work products, budget management, and schedule control.
  • Provide quality control and document review toward a “client ready” product for all submitted documents.

Basic Qualifications
  • BA/BS + 5 years of relevant experience or demonstrated equivalency of experience and/or education
  • 5 + years of Biological Permitting implementation experience and applied knowledge of regulatory agency permitting laws (USFWS/CDFW/NMFS) and standard requirements
  • Minimum 1-year of team leadership experience
  • Minimum 2 years of biological monitoring and technical writing experience
  • Applied knowledge of CEQA/NEPA compliance
  • Ability to direct collection, analysis, and interpretation of data and develop recommendations and solutions to highly complex problems or those involving risk
  • Must be able to function well in a fast-paced, changing environment under demanding deadlines
  • Proficient use of Word, Excel, Adobe Acrobat, Google Earth, and other related software.
  • Valid Driver's License with satisfactory driving record required
Preferred Qualifications
  • CDFW approved Designated Biologist (DB) for (2) Central Valley Species listed below:
    • California Tiger Salamander
    • Swainson’s Hawk
    • San Joaquin  Kit Fox  
  • Implementing commitments under resource agency permits
  • with GPS units/software, ArcGIS, ArcCollector and sub-meter field data collection.
  • Design Build project experience a plus
  • Mitigation compliance experience a plus

Physical, Mental & Emotional Requirements
The incumbent may be required to sit for long periods of time using a keyboard and video display terminal. May be required to move objects up to 30 pounds. Must be able to interpret and reason out sensitive schedules and deadlines. Must be open to change and new information, adapt behavior and work methods in response to new information, or changing conditions. Must be able to deal effectively with people using tact and good judgment. Must be able to work closely with managers, supervisors, and other employees. Incumbent may also be required to travel for training.

Compensation & Benefits
The annual salary range offered for this position is $95-115K. Actual pay offered will be dependent on the experience and expertise of the incoming candidate.
